New Mexico has a bitter gaming history. When the Indian Gaming Regulatory Act was passed by the House in Nineteen Eighty Nine, it seemed like New Mexico would be one of the states to cash in on the American Indian casino craze. Politics assured that would not be the situation.

The New Mexico governor Bruce King announced a task force in Nineteen Ninety to draft an accord with New Mexico Native bands. When the working group came to an agreement with 2 important local tribes a year later, Governor King refused to sign the agreement. He would hold up a deal until 1994.

When a new governor took over in 1995, it seemed that American Indian gaming in New Mexico was now a certainty. But when Governor Gary Johnson passed the compact with the Native tribes, anti-wagering forces were able to hold the deal up in the courts. A New Mexico court found that the Governor had out stepped his bounds in signing the compact, thus denying the state of New Mexico hundreds of thousands of dollars in licensing fees over the next several years.

It took the CNA, signed by the New Mexico legislature, to get the process moving on a full compact between the Government of New Mexico and its American Indian bands. Ten years had been burned for gambling in New Mexico, including Native casino Bingo.

The nonprofit Bingo industry has gotten bigger from Nineteen Ninety-Nine. In that year, New Mexico non-profit game operators acquired only $3,048. This number grew to $725,150 in 2000, and exceeded one million dollars in revenues in 2001. Nonprofit Bingo earnings have increased steadily since that time.
